Brief Background :

3J CARDINAL APPRAISAL & REALTY,  is a privately owned business and founded in June 2009. It is founded and managed by Engr. Bonzenti R. Panganiban, together with his wife, Mrs. Jeanette Fonte Panganiban. He Graduated in Xavier University-Ateneo de Cagayan with a degree of Bachelor of Science in Civil Engineering, in 1990, and passed the Civil Engineering PRC Board Exam in 1991. Have pursued his graduate studies of Masters in Business Administration of the same school in year 2000. XUHS Alumni Batch 1984 and Silver Jubilee Honorees last December 2009.

In 2007, he took the seminar and review for the Licensure Board Examination for Real Estate Appraiser which was conducted by Professional Regulation Commission (PRC). That same year, he passed the exam. In May 2009, he also passed the Licensure Board Examination for Real Estate Broker, conducted also by PRC. Recently, he just finished his  special course at the University of the Philippines-Open University, entitled, Land Laws and Planning for Development, under a scholarship program of LAMP2- (Philippines-Australian partnership). UPOU had somehow influenced him more to love the nature and become an Environment Advocate.

Jeanette Fonte Panganiban, his wife, is the business overseer and act as the Marketing Adviser and Financial Manager of the business. She graduated in Polytechnic University of the Philippines in 1990, with a degree of Bachelor of Science in Business Administration, major in Marketing. She was the Executive Assistant and the Liason Officer of Martin Insurance Agency of Cubao, Quezon City (near Farmers Plaza), in 1992 to 1994. They got married in 1995, and blessed with 2 little angels.

Work Experience :

Engr. Panganiban, landed his first job in Land Bank Realty Development Corporation (LBRDC) in November 1991,a Land Bank subsidiary. The Company serves as the project implementing arm for all Branches expansion of Land Bank of the Philippines nationwide. He started as a Warehouseman/Labor as his entry to the Company. Then, became a Civil Engineering Aide, functioned as Assistant Project Engineer of that same year. He then promoted to Project Engineer and handled projects in Caloocan Branch, assisted the project-in-charge of Intramuros Branch, Araneta Avenue and Olongapo Branch.

After the Project Implementation Unit, he was transferred/promoted to Cost and Engineering Unit as Cost Engineer in 1992 to 1993. And this was the tool that he was hired by Land Bank Provident Fund Office as Property Appraiser, at the then Land Bank Head Office in Sen. Gil Puyat, Makati.

 As Property Appraiser, his primary responsibilities are evaluation of housing loan documents filed by Land Bank employees nationwide for all rank and file, monitoring of on-going projects financed by the said office and Loan Processor. The area of coverage he handled in monitoring the projects were in Metro Manila, Bulacan, Cavite, Pampanga and Manila proper, from 1993 to 1994.

 In 1995, he was laterally transferred to Land Bank of the Philippines Malaybalay Highway Branch as Property Appraiser, under the management of Manager Tiza Rodriguez.

Projects/Collaterals handled in Malaybalay City and Bukidnon Area as his APPRAISAL exposure, are as follows;

• Poultry Projects – financed by Land Bank wherein San Miguel Foods, Inc., Bounty Fresh (Tyson), Purefoods, Inc. serve as the integrators.

• Piggery Projects - financed by Land Bank wherein Monterey serves as the integrators.

• Pine Hills Hotel of Malaybalay City
• MAC Feed Mill of Malaybalay City
• Asian Hybrid Seed Corn Processing Plant
• Crystal Sugar Milling Plant in Maramag
• Warehouses, Rice and Corn Mills, Public
 Markets and Bus Terminals
• Appraisal on various residential, commercial, industrial lots with building and agricultural lots all over Bukidnon coverage which includes Wao, Lanao del Sur and Banisilan, North Cotabato areas.
• Various types of Chattels, such as Heavy Equipments financed by Land Bank of the Philippines granted to LGUs, Farm Tractors and Implements extended to Cooperatives, Private and Commercial Clients of the Bank, Hauling Trucks extended to Sugar Farmers of Bukidnon MPC (SFBMPC/SGABI) and Commercial Clients.

Other Significant Assignments and Appraisal Exposure:

• Appraisal of Malaybalay City Water District assets for Bookkeeping purposes and updating their Accounting Books.
• Bahay Financial Services or “Balikatan” properties acquired from Special Asset Vehicle under the Government Program. Exposure of Appraisal Engagement reached out up to Iligan City, Butuan City, Bukidnon and Cagayan de Oro City properties. And various private clients of the same area of coverage.

• He also handled the position as an Account Officer of the Bank, pioneered in managing the Acquired Asset or foreclosed properties of the Bank for six (6) years from year 2000 to 2006 in Bukidnon, Wao, Lanao del Sur and Banisilan, North Cotabato, with the following responsibilities;

• Initiates the foreclosure of the properties for accounts that have been past due with their loans in the Bank.
• Conducts Public Auction or Public Bidding for the Disposal of Acquired Asset.
• Asset Management such as property leasing, payment of applicable annual realty taxes and undertakes negotiation with the informal settlers.
• Bulk Consolidation of titles of all foreclosed properties
• Negotiates prospective buyers for properties available for sale, redemption of properties and for Voluntary Offer to Sell under DAR rulings for agricultural properties.

• Initiates the relocation survey of properties that has a doubtful boundaries or properties that has possible encroachments.
• Advertises the properties for sale by putting a “For Sale” signage or via local newspaper.

At present, he is an Account Management Specialist of Land Bank of the Philippines, and serving the Bank for 15 years now.

- Real Estate Appraisal such as residential, commercial, industrial, agricultural properties, government properties, chattels, machineries and equipments, asset valuation advisory for financial and revision of book figures.
- Appraisal services for Government Expropriation such as road widening and road right of way.

2. General Brokerage Services System

- Brokerage services such as Asset Management, Public Auction, Bulk Consolidation/Processing of transfer of titles, Selling and Buying Brokerage, Mortgage and Loan Brokerage, Leasing Brokerage, Property Subdivision Planning and other applicable brokerage system on real estate.

3. Engineering Services

- Building Plans preparation and Architectural Design, Structural Designing, Project and Construction Management and Project Scheduling, Supervision and Monitoring.
